Purpose of the job:
The Project Manager (Warm Homes) will lead the successful delivery of SLH’s Warm Homes programme, ensuring energy efficiency works are delivered safely, to the required quality, programme and budget and in accordance with funding and regulatory requirements.
You will take day-to-day ownership of programme delivery, contractor performance, risk, cost, quality and resident experience. Working closely with contractors, consultants, colleagues, funders and partners, you will maintain a clear understanding of progress and ensure issues are identified early, acted upon and escalated appropriately.
This is a fast-paced delivery role requiring strong project management, commercial awareness, effective relationships and a proactive approach to problem-solving.
Key accountabilities:
1. Lead the day-to-day delivery of the Warm Homes programme, ensuring agreed measures are delivered to programme, budget, specification, quality and funding requirements.
2. Actively manage contractor performance, using agreed KPIs, programme information, inspections and performance meetings to identify underperformance and ensure corrective action is taken.
3. Maintain clear oversight of programme risks, identifying emerging delivery, financial, quality, resident, compliance and contractor risks and ensuring appropriate mitigation and escalation.
4. Manage programme finances and commercial activity, including forecasts, applications for payment, variations, cost control and value for money, working closely with Finance and commercial colleagues.
5. Ensure robust quality assurance and inspection arrangements are in place, including appropriate pre, during and post-inspections, with defects and non-conformances tracked through to satisfactory resolution.
6. Maintain accurate programme and performance information, producing clear reports and dashboards on progress, KPIs, costs, risks, resident outcomes and areas requiring intervention.
7. Ensure delivery complies with relevant funding, regulatory and technical requirements, maintaining appropriate records and evidence to support grant claims, audit and assurance.
8. Lead effective resident focused delivery, ensuring residents receive clear and timely information, access issues are actively managed and disruption is minimised.
9. Work collaboratively across SLH, particularly with Assets, Building Safety, Housing, Finance and Customer teams, ensuring programme decisions reflect wider organisational requirements.
10. Ensure appropriate health and safety and CDM arrangements are embedded throughout delivery, monitoring contractor compliance and taking action where risks or concerns arise.
11. Manage complaints and feedback within the programme, ensuring issues are responded to promptly, learning is captured and improvements are made to future delivery.
12. Lead and support colleagues within the Warm Homes team, setting clear priorities, monitoring capacity and performance and creating a proactive and collaborative approach to delivery.
13. Build effective relationships with external partners, including contractors, consultants, local authorities and funders, representing SLH professionally and constructively.
14. Champion equality, diversity and inclusion, ensuring programme delivery and resident communication are accessible, fair and responsive to different needs.
15. Take responsibility for continued professional development, maintaining up-to-date knowledge of retrofit, energy efficiency, project management and relevant regulatory requirements.
